Exhibition of Planning Proposal (PP-2024-1832) – Zoning & Minimum Lot size changes on Lot 136-138 in DP753751 and Lot 1 in DP240321 at Culcairn Holbrook Road and Morven Cookardinia Road, Morven
In accordance with Section 3.34(2)(c) and Schedule 1, Clause 4 of the Environmental Planning and Assessment Act 1979 (EPA Act 1979), this notice is for community consultation relating to the consideration of a Planning Proposal for the above site.
The Planning Proposal seeks to amend the land zoning map of the Greater Hume Local Environmental Plan (GHLEP) 2012, changing the zoning from RU4 Primary Production Small Lots and RU1 Primary Production to R5 Large Lot Residential. The proposal also seeks to amend the existing minimum lot size map by reducing the minimum lot size from 8 hectares and 100 hectares to 2 hectares for Lot 136-138 in DP753751 and Lot 1 in DP240321, respectively.
Greater Hume Council (Council) is the Planning Proposal Authority for this Planning Proposal and is also authorised to be the Local Plan-Making Authority, which may make the Local Environmental Plan in accordance with Section 3.36(2) of the EPA Act 1979.
The Planning Proposal and accompanying documents including the Gateway Determination are available below for viewing and comment for 30 days from Tuesday, 22 April 2025 to Wednesday, 21 May 2025 and at Council’s offices at 40 Balfour Street, Culcairn NSW 2660 during the business hours between 8.30am to 5.00pm Monday to Friday.

Council invites submissions regarding the above Planning Proposal. To make a submission please complete a 'Have Your Say' form, located below, by 5pm on Wednesday, 21 May 2025.
Council advises that any submission you may make will be considered a public document, unless privacy is specifically requested. If a submission is made objecting to the Planning Proposal, the grounds of objections must be specified in the submission.
Under Section 10.4(5) of the EPA Act 1979 a person who makes a relevant public submission to a council in relation to a relevant planning application made to Council is required to disclose the following reportable political donations and gifts (if any) made by the person making the submission or any associate of that person within the period commencing two years before the submission is made and ending when the application is determined:
- all reportable political donations made to any local councillor of that council.
- all gifts made to any local councillor or employee of that council.
A reference in sections 10.4(4) and 10.4(5) of the Act to a reportable political donation made to a “local councillor” includes a reference to a donation made at the time the person was a candidate for election to the council.
