Council News from April 2021 Meeting

Due to COVID-19 restrictions, Council currently permits 10 people to attend the public gallery.  Meetings are recorded and available for viewing on Council’s website https://bit.ly/35uKFxX  

Council will continue to hold the monthly meetings at Holbrook Library Complex.

Business dealt with at the meeting included:

Council resolved to advise the developer of the proposed Glenellen Solar Farm that it accepts the Voluntary Planning Agreement offer, subject to public exhibition and consent to the development being granted by the Independent Planning Commission.

Council agreed to further amend the plan to allocate funds raised via the development consent levy which is applied to all development consents and place the new plan on public exhibition for comment.

Council granted approval for a two lot subdivision in Urana Street, Jindera.

Council formalised a policy which reflects a long standing practice of making plant and equipment available for community projects/events out of hours at no cost providing the community organisation negotiates with a regular Council operator to volunteer their time and is subject to sign off by senior management.

Council will call for expressions of interest for communities to host the 2022 Australia Day event.

Council resolved to place the 4 year Delivery Program and annual Operational Plan and Budget on public exhibition, commencing 26 April 2021.  The ‘business plan’ guides the operation of the council and the expenditure of ratepayers and grant funding for the forthcoming year.  A total expenditure budget of $45,212,498 is projected with a General Fund surplus of $10,218.   Whilst some sectors have been impacted by COVID, because of falling revenue streams and increases in expenditure outside its control, the Council will increase rates by 2%.  Council will continue to provide relief and support to ratepayers suffering hardship, due to bushfire or COVID impacts.

Council committed to transitioning the Culcairn Early Childhood Centre to Greater Hume Children Services effective 1 July 2021. Parents can be assured that ongoing services will be available and Council and CECC are working hard to ensure a smooth transition. Child care services at Culcairn include long day care, after school program and a preschool program.  Hours will remain the same and Council will work with parents to ensure transfer of all current enrolments to meet the needs of families.

In relation to the report to reconsider closing a council road, Council resolved to defer the matter until the May meeting and to undertake a councillor inspection of the road, the subject of the road closure application.

Council will contribute $25,000 towards a formal study of a proposed Jindera – Lavington Shared Path project.

An unnamed road at Lankeys Creek has been named King Parrot Lane, subject to no objections being received during public consultation.

Council has appointed Hutchinson Civil Pty Ltd to create the Walla Walla Swamp Shared Path at a cost of $336,990 (excl. GST). 

Council endorsed a modified organisational structure for the Engineering Department.
